Интерфейс AGPS для обработки операций с сертификатами SUPL.

Возвращает: AGPS_CERTIFICATE_OPERATION_SUCCESS, если операция завершена успешно. AGPS_CERTIFICATE_ERROR_TOO_MANY_CERTIFICATES, если HAL не может сохранить количество сертификатов, которые пытались установить, состояние сохраненных сертификатов должно оставаться таким же, как и раньше, в этом случае ошибки.
ВАЖНО: При необходимости HAL должен самостоятельно определить набор сертификатов, которые необходимо удалить, чтобы разместить устанавливаемые сертификаты.
