Emits a value for a metric name. The value gets enqueued and uploaded when IHostHealthAgent#flush gets called.

Parameters
`name`	`String`: a metric name
`value`	`long`: a metric value
`data`	: data associated with the metric value

Flushes enqueued metrics.
